Counties to convene Jan. 15-16 to set legislative goals for 2009-10 biennium
Every other year, the Association undertakes one of its most important and exciting activities – preparing a package of legislative goals that the Association’s advocacy team and county officials will pursue before the General Assembly. On Jan. 15-16, 2009, county officials from across the state will converge at the Sheraton Raleigh to determine the Association’s legislative agenda for the 2009-10 biennium.
 County, city officials meet with Governor-elect Perdue
Six members of the North Carolina Association of County Commissioners Board of Directors and several representatives from the N.C. League of Municipalities and the N.C. Metropolitan Coalition met with Governor-elect Beverly Perdue on Dec. 17 to discuss issues of importance to local governments.

Education, training opportunities abound in January
'Building Your Governing Team' and 'Leading Your County Governing Board' workshops to be held in early January; Essentials schools and 'Good Growth' Regional LeaderShops continue Jan. 20
A wealth of educational and training opportunities is available to county commissioners beginning in January to help transition through the changes realized by boards in December. Offered through the Local Elected Leaders Academy (LELA), commissioners who attend can also earn credits toward recognition for their commitment to lifelong learning.

President Elect Accor to lead NCACC Board
The NCACC Board of Directors on Dec. 10 presented former New Hanover County Commissioner Bill Kopp with his gavel and paid a warm tribute to the past president, but took no action to fill the vacant office of president. Cleveland County Commissioner Mary Accor, who as president elect is scheduled to be sworn in as the NCACC's president in August, will lead the Board in the absence of a president.

NACo to hold Meth Prevention Forum on Jan. 23
 NACo will convene a regional training forum on effective strategies to reduce methamphetamine use on Jan. 23 at the Wyndham Riverfront Hotel in Little Rock (Pulaski County), Ark.

Voters in 64 counties put Democrats in power
Voters have given Democrats the ruling majority in 64 counties in North Carolina – the most the party has held since 1992. The November General Election also gave the state more African-American (110) and female (98) county commissioners than ever before.
Boards select leadership for 2008-09
County boards of commissioners across the state in early December selected their leaders for the next year, and there were a handful of notable elections.

7 counties change tiers in '09 economic development rankings
Chowan and Wilkes counties have been designated as two of the state's 40 most economically distressed counties for 2009. The new county tier designations, released by the N.C. Department of Commerce on Dec. 1, determine a variety of state funding opportunities to assist in economic development.

Outstanding County Program Awards entry deadline set for March 6
Approved by the NCACC Board of Directors in 1991, the Outstanding County Program Awards competition is currently soliciting entries for the 18th year. The awards program honors counties and groups of counties, not individuals, for their support of excellence. Projects/programs must have been implemented between Jan. 1, 2007 and Dec. 31, 2008. Applications must be postmarked by Friday, March 6, 2009.

Community Eye Care participants see savings
 No cost for counties to offer vision benefit to employees
An economic slowdown may not seem like the ideal time for a county to add to its employee benefits package, but most employee benefits are not like the Community Eye Care (CEC) vision plan. The CEC plan actually represents a savings for employees, not an extra cost.

After three years of developing and implementing initiatives designed to help realize five strategic goals, the Association is taking pause to reassess its strategies and initiatives, and to recharge its staff in order to better carry out strategies identified by the NCACC Board of Directors during its October meeting.

Proactive measures help counties avoid financial crises
Concerned about the potential for declining sales tax revenues amid the ongoing economic slowdown, many counties in North Carolina began taking steps in October in an attempt to avoid any end-of-year budget problems.

The NCACC has produced a video that details what North Carolina county governments do for their citizens. The video is available on the NCACC's educational Web site, www.welcometoyourcounty.org, and is being distributed on DVD to all 100 county governments in North Carolina.
